Gwenpool Enervate didn't work

In master quest 3.2 in the path with Luke cage, gwenpool placed enervate debuff on LC but he still gained power. The buff was active. It's not dependent on a bleed being active so I think it's a bug.

If you were hitting him and he was gaining power, then it's a bug. If he was hitting you and gaining power, then it isn't a bug.
