Featured vs basic crystals

Are the heroes in the 5*/6* featured crystals also available in the basic Crystal's at the same time or are they only available after the featured crystal ends?

    The 6 new featured champs are added at the end of the ft, and the 6 champs that aren’t in the basic are added to it at the end in the 6*
