Stealth Suit Spidey unable to apply his slow debuff from web foam cartridge

I was trying out Stealth Suit spidey against this EQ's Deadpool boss which has unstoppable and evade after his specials. When I tried using stealth suit spidey, he would not apply his slow debuff from web foam cartridge. Is this a bug or if there a node on Deadpool that I am missing? @Kabam Miike could you please help me out?

    There is still a bug with it in aw though where you activate web foam and go into the fight with flash bang just as a heads up
