Why can't I use and clear my iso anymore?

When I am danger of losing iso, I would use what I have to rank up champs I normally wouldn't just to get the iso used instead of selling it for less than half the price.

Now I use iso and it STILL won't let me add the iso running out of time for some reason. Is that a bug or a new Kabam change?

I'm guessing you're over the inventory cap. When Kabam gave a free one week trial of the Sigil program to everyone last week everyone's inventory space got boosted by a bit, including the ISO inventory. You probably claimed more ISO to fill the extra space, and then didn't sign up for the Sigil so that extra inventory expired. When it did, the game allowed you to keep the extra stuff in inventory even though you were technically over the limit: when you spend those ISO bricks you're spending ISO that is taking up space you don't technically have any more. You need to use enough ISO to bring yourself below your current inventory limit before you'll have extra space to pull more stuff from overflow.
