Not able to buy the new offer

When I try to purchase the new catalyst offer it says 'error, can't complete transaction' can anyone help me out?

    If it's just credit on your account with no card linked, make sure you have enough to cover tax as well.

    Check your info in phone settings for app purchases. May not have correct info
