Sparky EMP Cooldown Timer

Whenever I fight using Sparky, it is frustrating having to wait for the text to appear telling me the EMP Web is ready. Could we have a cooldown timer like we have for tons of other champs' abilities so we know exactly when it will be ready again?

It is odd that almost every other Ability like this has a Cool Down Timer, but not this one...
