ENEMY PI INCREASED WHEN COMPLETING LINES

I noticed that after completing the 5th line in sinister heroes master mode mad bomber part The champions in line 6 had atleast 2k PI increase to each champion. Has it always been like this? Why do they get increased? Doesn't seem fair?
