Rank down tickets for She-Hulk don't work

Kabam I cannot use the rank down tickets for She-Hulk. If I go to Inventory->Items and pick any of the the rank down tickets it says "There are no applicable Champions for this item at this time" even though i have a duped 4* She-Hulk rank 4/5 level 16/40. Also if i go directly to She-Hulk there is no rank down button. Any help would be appreciated.

    Upgrade it to level 40/40 before using rdt 👍

    You have to level her up to 4/40, don’t worry you will get the iso back

    Leveling up from 16/40 to 40/40 did work. Thanks.
