Is MCOC compatible on a Microsoft surface Pro

I have a question, I have a Microsoft surface pro and i was wondering if i could play mcoc on it with out worrying about any ban.

I don't think it runs on Windows without an emulator. And with an emulator you'd be breaking the rules. So I think no, not allowed.

No. The MS Surface will only run MCOC through an Android emulator, and that is against the TOS, and you will be banned.
