Now i know his quest was the 4th quest in the game when it was released so i am curious to why kabam is skipping this quest for Back Issue #4. Is MK not that good or worthy to have a back issue lol

It was already asked, you probably need to wait until the spotlight drops to get any answer about that.
They also never said anything about bringing back every quest, so they could just skip it

well here's hoping they might probably buff or completely rework moonknight and then re-release his event quest as backissue#5! probably much tougher as boss if they rework him?

they're probably re-releasing Blood and Venom because it's the one where Guillotine was added, it's the anniversary of her being added as the first Kabam OC and according to leakers, there's a Guillotine 2099 coming.

Maybe they just looked at the Moon Knight one and decided that nothing relevant to the overall story arc happened, so they could skip it.
