If you are bleeding she can resist being parried. It isn't a bug. Check her abbilities.

Any debuff while fighting Elektra results in an 85% reduction in ability accuracy. Bleed, poison, armor break, etc.

No, the OP right, I have no suicides, didn't bleed and wasn't able to stun Elektra a single time tonight.

Hmm I see I was wrong. Her bio states if any debuff is on you, she can't be parried. If under a debuff she reduces your DAA, i.e. parries in this case. She basically becomes parry immune if you have rebuffs on you
