Heimdell Loki regen synergy not functioning

Currently running AQ with Loki & heimdell It only regens 2-3% when activating. Should be 15%. Have video, just not sure where to post/upload.

it is 15% of missing health, not total healthy. The more health you have when activating the less you get back.

I realized the answer after I had posted this info but now I can't delete the thread. I always used it at low health and got 15%, assumed it said "Max health". Upon further review today, "missing health" has a totally different meaning.
