Emma Frost critical rate/rating bugged?

Hi,
So, my 5* R5 Emma has a critical rating of 27%, or 738 points.
Her description says in telepath form, in which she always casts specials, she gains Critical Rate of +233.33 per Prowess effect.
My first question is, are "Critical Rate" and "Critical Rating" the same thing?
Because if they are, when Emma has 10 prowess charges, and i cast a special 1 or 2, her critical rate/rating is
738 + 233*10 = 3068 points, which converted to % is 113%!
Where i conclude, she has 113% her hits on special attack are critical.
Not sure if additional 450 points from mastery setup are already included in her points in her description?
So my question is, with over 100% chance to and a critical hit, how did my sp2 and sp1, both launched with 10 prowess charges, land 0 critical hits?
This was observed in AQ, map 6, vs Guillotine on node 81.
Where is no mention on critical resistance.
Do champions in AQ on map 6 have any critical resistance?

It’s explained in these two threads and an actual formula for it.
Critical rate and critical rating are the same.
However, with Challenger rating, diminishing returns, etc it is not possible to exceed 100% with critical rating alone.
