Upcoming change to Guillotine 2099's AI Uprising Synergy

Summoners,

Before the official release of Guillotine 2099, we will be making the following change to Guillotine 2099's AI Uprising Synergy:

- Guillotine 2099's AI Uprising Synergy will be changed to include a 12 second cooldown between each activation.

This fix will be implemented later today.
