Max sig bug?

I just got 4 star carnage for the 5th time from a crystal, and got his ability maxed out at 99. However I didn’t get any max sig ability crystal. Why is this?

You only get one when you pull a champ that is already at max sig

You get the max sig crystal when you pull the champ if it's already maxed out. Not when you max it out
