Wasn’t Automatic-Leadership Change part of the last game Update for November ??
Not sure they ever specified an exact amount of days that would trigger the Automatic Promotion of next highest Officer (and whether that be by tenure or rating ?), but has been thought to maybe be 30 days absence (as is the time when you can request a change by going thru Support Ticket as mentioned by others).

@SummonerNR I do believe that was part of the update, but perhaps it doesn't work retroactively so to speak (i.e. perhaps only applies to leadership being MIA 30 days past the date of introduction). I cannot say for sure, but always best to start with a support ticket in these cases. Hopefully that system will work for future cases though!
