Is this Alliance considered a “shell alliance?”

I seen a post a few days ago about shell alliances. Then a member of my Ally inferred that our AW opponent is a “shell” alliance. Wasn’t quite sure what was considered to be a “shell” alliance. Can someone explain it for me, and explain the point of it?
