Can thorns be affected by a fury on the defender?

With thorns, you take 15% of the defender's attack rating as damage back per hit. I'm essentially wondering if modified attack rating can actually change throughout the fight as it relates to the thorns damage. With fury for instance.
But yeah, you're thinking of Electro. The damage back from him scales with his health basically. More health equals more hits/damage to kill him. With thorns, a high damage attacker has an advantage because it's per hit, not effected by damage.
So, to make Electro a harder defender, you'd add regen or increase his hp somehow.
To make a harder defender on thorns, you could do the same, but you could also add resistance or armor to make it harder as well.
