Rocket's sheilds aren't activating

I'm facing issues while activating rocket's sheild, usually when I dodge back and hold for block rocket should activate shield but sometimes he's not

    Mine is working. Rocket should be uninterrupted within 1.5 secs.

    Even though he not interrupted I can't. when I dash back and block I should be seeing his sheild icon popup at the top but he just simply stands and blocks.
