A R3 at this point takes more luck than money honestly. There's been a finite number of t5c offers that even if you bought every single one and finished all content, chances are you still wouldn't be able to take one up. You'd definitely have to had buy at least some of the offers but you still need an extraordinary amount of luck to go with it
