Yes it is. Wait until the last moment.

Although Kingpin sp2 is avoidable, I prefer to keep him at sp1, as it has shorter range than sp2 and easier to dexterity, dash in combo and fire your own special.

Yes but its tricky, I have done it a few times but I see no reason to not bait sp1

sp2 is definitely evadable, but it can be tricky to determine which point to start evading i agree haha.
