3-4 2016 Rankup Gems?

So I got 2 Tech and 1 skill 3-4 2016 gems from V4 exploration.
Whom should I be using them on?

Tech- Choice #1 - Star Lord
Confused for the 2nd gem

Skill- Not sure who is worth it.
Any help would be appreciated.

For tech, best options are both visions, ultron, and star lord if duped. However I do suggest saving one of those for hulkbuster since he is currently undergoing the buff process so if he becomes really good youll have one ready for him. For skill hawkeye is probably the best choice out of all of them but if you use killmonger the synergy that he has with winter soldier makes winter soldier a lot better so he is also a good choice.

It you use killmonger often then yes I say go for it.
