How are we suppose to qualify for the event if the qualifications keep changing once we do meet it?

You need to gift enough to reach each level to get the milestones. Otherwise someone could do 1 little gift and sponge off the rest of the alliance. This ensures you contributed to the overall score considerably, before you qualify for the higher level stuff.
