Gifting event requirements

My son just started playing yesterday and he was never prompted for the gifting event, even after I set him up in an alliance. Does he need to get to a certain level status before he qualifies? Sorry for potentially stupid question. I’ve been level 60 for years now and don’t remember if there were minimum requirements. Thanks in-advance!
