5*, Who should i R3 first?

Hi guys,

can you share with me who i should R3 first. Or should i just wait till a better champ?

I am currently doing act 5.3 and still unable to complete monthly uncollected quest.

    Yes, Hood is R3.
    I just got 5* Nebula. is she worth R3?
