I have some rankup gems and confused between these two champs, both unawakened.

Or should I wait? And why?

    Don't forget his great synergy with Cap IW. I was saving units to buy Vision at one point for that reason. But by the time I could afford him, I was no longer convinced he'd find a spot on my team.

    That synergy isn't great. Warlock, Aarkus, IMIW, even Void: all have better synergies than CAIW. That synergy only comes in handy in fights with no active sp3.

    For offense definitely sparky. However I think that OG Vision could really be a solid defender. With a high sig he could potentially be very annoying with his power gain. I think it’s like 1.5 bars of power at max sig.
