Punisher 2099 and Vulture any good?

Pulled these champs recently. Are they any good in the current game? For Act 5?

not really ... they don't provide much .. and hit like wet noodles ..

They’re not useless but there are far better champs out there. Vulture is a good Havok counter, which is irrelevant for Act 5 but still worth having in the back of your mind.

Pun2099 is alr on defense, vulture is kinda mediocre but some stuff he can do

both very medicore champs that has potential but devs decided not to let them reach potential,
- vulture needs lot higher crit rate, he has lowest currently !!! 9% for some unknown reason, and his decoy + incinerate needs to stack, they do waste chatauri energy why not let it stack,and his debuff from Sp2 needs to last a lot lot longer! amazing Kit but doesnt actually do much at the moment!
- punissher 2099 probably needs to charge his battery with basic attack and gain high numner passive cruelty + fury at 100 battery!

They are pretty mediocre. P2099 is really only useful for Heal Block; although can do useful damage for short periods if you let his battery charge up to Overdrive.
I regularly use Vulture on my Alt account, as he was the first useful 5* I pulled; and I quite like his animations (and he feels really similar to the Vulture from homecoming).
His base damage is poor; but you have to bear in mind he's a Power Control champ; and they usually have lower than average damage. Sadly, he isn't actually a very good Power Control champion unless he's Awakened. Once he is (and he only needs Sig level 1), he starts fully charged and armoured; ready to drain power, or Incinerate his opponents; and powers up on Incinerate debuffs without technically being immune to them. Which can come in handy.
As a fresh pull, he's basically arena fodder. If he happens to get Awakened, and with the right team around him, he actually becomes fairly useable:
This team makes Vulture actually work (and be pretty tanky); although he's still a pussycat next to Team Leader Venom!
