Human torch and Iceman synergy missing ??

Okay so the image above is my buddies 5* human torch , now the synergy is there. But the image below for my 4* human torch , the synergy is missing 🤔

The synergy is only on the 5 star version of human torch

I haven't double checked but guessing it's due to the rarity. There are some synergies available as a 5 star but not at anything below.

Most synergy are same for 4* or 5*. But this is one that is only 5*
