Need some clarity on Hood

When a stagger is replaced with another stagger before it expires, he doesn't siphon health from the opponent, but when a dexterity charge is replaced with another dexterity charge, the opponent gains power. Would like some answers.

    This was already answered a lot of times.
    MD is working as intended.
    Hood stagger is working as intended.

    The two texts will probably be changed in the future to avoid mistakes

    Well if the question has been answered numerous times you would think they would change the text by now?

    I guess the answer is Dexterity makes Kabam money, Hood's stagger will make them lose money
