    By level up, I assume rank up to 3 or 4? It's gotta be Omega Red, CAIW or Medusa. If I've got to pick one...I'd say it's a tie between Cap and Medusa.

    Even though he is unawakened go with omega, you have the resources and even unawakened he is still good. You also have sabretooth so, that helps.
