Okay, so I asked this question via support, I got something that didn't even resemble an answer, and they closed my case. Hopefully I can get some info here.
If a leader recieved a ban, is there any way to get another officer promoted to leader until he returns?

nope, alliances are SOL when something happens to a leader, most dissolve after that
