Why are only diffender champions buffed?

About rebalance, I think recently the diffender champions are buffed, in contrast of offence champions (they are nerfed). How do you think about that? I think it is needed to make quest more difficult for players, but it is evil way.

They buffed annihilus so he would be used on offense more.
They buffed maw cause his damage was garbage.

They buffed HT haven't seen anyone ever consider him a defender
