Bad war matching or just a trick

On leaderboard there are alliances around us with same rating and same pi but 9 times out of 10 we are facing off against alliances way ahead of us. When we faced hateful 8 they are a top 20 alliance and have 19 mill pi than us. I’m curious wether we are just unlucky or it’s happening to a lot of alliances at our level. Is there something that’s not commonly known so some alliances can avoid facing alliances at their own strength?
