Abyss Luke Cage - Still gaining unstoppable with slow debuff if indestructible

Need a bit of clarification, I believe this is a bug, but... When fighting Luke Cage in the Abyss using Stealth Spidey, with the Slow debuff applied, if the timer for unstoppable/unblockable expires the unstoppable buff is not being nullified. Is this expected? Will upload screenshot/link video shortly.

Actually appears to be once he is in skirmish mode even with the slow debuff he still goes unstoppable.

He is supposed to gain the unstoppable buff, due to an increase in his ability accuracy after getting the second round of charges
