    Also punisher 2099 has disentegrate which is worded exactly the same however when he reduces the power gain rate by 90% it actually reduces the power gain rate.

    you misread an ability that’s it. but CapIW awakened is still amazing and arguably the best use of a science AG.
    VTDs buff increases the amount of power he gains from hitting and being hit.
    Petrifies affect powergain, such as hyperions power gain buffs and doctor strange/havoks passive power gain

    It reads exactly as it does for punisher 2099 and acts differently
