Rank 4 5 Star Captain America (Infinity War) or Havok (Which Has More Use)

I'm having trouble deciding who's better for rank 4, and who has more utility. What do you guys think?

I have them both at 5/65. I like them both but I prefer Cap and I think he definitely has more utility.
