Selling Cull question

I just pulled 5* Cull Obsidian and have the resources to take him to R5. If I take him to R5, test him, can I sell him before the 24th and still get all resources back?

One more question, If I use a cosmic 4-5 rank up gem on Cull before selling him, will I get the resources from that gem refunded or just another gem?
