Evade still broken

I just updated and ran ROL. I couldn't evade twice against winter solider's l1. I could evade his kick, but then if I swiped back again when he shoots either it just kept blocking or the block dropped and I got shot, repeatedly.

Its happening with projectile attacks for me I can no longer evade them.
