New Rank Up Champion Icon - Glow is Confusing

Hey devs and designers,
The new rank up icon is very confusing

Making it glow when ready is almost impossible to see

Can you guys change color to yellow instead of blue when rank up is not ready?
From the pic below its impossible to tell that i can only rank up 1 champ

Or at least make the border blue like before instead of grey. At least something dramatic that can make it an easy tell
