Stealthy fury not activating

Shouldn't stealthies fury activate whenever he uses a cartridge. Mine never does it the first time

    yeah i notice that as well sometimes it will appear and sometimes it wont. i thought it was just me.

    Might have just figured it out. It's when u replace the debuff. Not the cartridge
