Medusa Armor Shatter

Has anyone else noticed that the boss Ultron in EQ 2.1 still gains power when armor is shatter from Medusa? After reading the nodes I can't tell if this is a bug or I am missing something as the only node on this that may cause this is Power Focus 1.

Any thoughts? Bug...or stupidity?

    Power focus node brings her power gain to 160%, medusa has a 100% reduction meaning she gets 60% power
