Is this right?

So as far as I understand with maxed willpower you regen 0.7% of your health per second,with the recovery master adding 15% more to that it becomes 0.7105% per second based on my simple math (if the math is wrong then please do explain how and why) and I slapped on the liquid courage mastery only(no bleed mastery) and it takes away 0.6% of your health per second so theoretically I should be regaining 0.1105% of my health per second (again the simple math thing) and yet I am instead still losing hp rather than gaining it.. is there something wrong with my math or am I missing something or am I simply going crazy?
