Either you are new to the game, or extremely impatient. Almost all new content is Wednesday at a specific time depending on your time zone. Yes, you are correct, they didnt specify a time. when they dont, they mean the typical time. They also didn't say they would be available immediately on april 8th. as long as they release them by 11:59 PM, it will still be released on april 8th
