LOL accessible without completing RTTL

I just discovered that I can access the Labyrinth of Legends without completing Road to the Labyrinth. Is this a bug? It wasn't available until today and I think it shouldn't be.

    Actually is not a bug. LOL is now accessible without finish the RTL
