It was most likely just a technical thing that is meaningless. As I see it, at the time of them making an unowned champ feature, every champ we fight in a quest as a 1* had already been added, and kabam just made them not viable to players. As far as I know, the 1* Deadpool we fought in the sticky key quest was the only encounter ever, meaning kabam needed to add him in. They must have forgotten to make him invisible to players, and removed that visibility in this update. Technical stuff. That’s all.
