If you buy a Chronometer for the rifts you can choose when you use it right ?

I’m pretty sure you can chose when to use it, yes.

It’s a standard gated path in the rift. One side gated, the other ungated. If you have one, the gate is unlocked and you can choose to use it by going left or you can go right and save it for next time.

Which basically means the Chronometer costs 2500 Intel, and you pay for a Key for 500 with it.
