Human torch supposed bug fixed yet?

Last i recall, there was an opinion that human torch's temperature rise rate was bugged and brought back to pre-buff rates after he was supposed to be buffed. Anyone has any updates on this issue?

I don’t remeber this, if you’re talking about a while back with the whole build to 20 in a parry stun thing that was parry rather than torch which was the issue
