Nebula Regeneration off of SP3

I feel like I read somewhere years ago that SP3 always counted as 1 hit. I know it does for Hyperion, because I'm regularly able to take an SP3 from Hyperion with Nebula and regenerate all the damage back. However, that is not the case with Mister Fantastic. If I take an SP3 from him, I only regenerate part of the damage back.
Is this a bug? Am I mistaken that SP3s are supposed to count as one hit regardless of the number of hits the counter shows?
