Variant 4 2.1 power shield bug?

Hi, i believe power shield in variant 4 2.1 is bugged and specials arent buffed 400%. Tested on cyclope while taking path 4. Anyone else has this issue?

Tried cap iw, vision and corvus

Apart from using Vision, since that's no bug

How do make a screenshot during a fight.
Basically cap iw sp2 makes 6000 damage no more
