SR. Red Room Recruit Crystals

The game will not allow me to buy these crystals from the Intel tab. It says that I need to "Complete Act 4, Chapter 4 to purchase." But I have completed this Story chapter and it still won't let me buy. Help, please.

You’ve beaten Maestro in final Act-4 quest ?
If so, check to make sure you have the TITLE that goes along with that, “Conqueror”.

But those crystals only contain 2* champs (albeit, maybe some that ppl don’t already have).
